Superintendence objects to shopping complex next to Citadella
The Superintendence for Cultural Heritage has objected to the proposed construction of a shopping complex in an area of archaeological and landscape value in Triq Ta’ Wara is-Suq at the foot of the clay slope on the eastern side of Cittadella
The applicant (B.D. Investments Limited) is proposing to erect a shopping complex with a footprint of approximate 200m² set over two floors and three basement levels.
The whole of the Cittadella area, including the hill on which it stands, is considered to be important archaeological site, which includes Roman masonry works and other archeological remains. The site is also designated as an Area of High Landscape Value.
The Malta Environment and Planning Authority’s Planning Directorate has also issued a report calling on the MEPA board to refuse development which is considered to be objectionable in principle.
“Shopping complexes are preferably located within town centres, the site lies within a protected area and there is no justification for the development of this site,” a case officer report on the development states.
Moreover, thedevelopment is deemed to have adverse impact on an important archaeological site and will conflict with various policies enshrined in the Structure Plan and local plan.
MEPA had previously refused the construction of a dwelling and a garage on the same site.
