Transport Malta worker allegedly involved in company winning TM contracts

Transport Malta investigating ICT Senior Manager Paul Spiteri over his alleged involvement in a company that has won several tenders issued by the transport authority.

Sunday newspaper Illum reveals that Transport Malta is investigating the involvement of one of its employees in a company, MCFR Ltd that has won several tenders that the transport authority itself had issued.

Despite the internal investigation, TM said it has neither informed the Police over the case, nor has it suspended the worker until it concludes its investigation.

Illum reports that Paul Spiteri, the ICT senior manager at TM, had himself answered the phone when the newspaper phoned the company.

The company has so far been awarded over 26 tenders issued by TM.

The website of the company is also displaying Spiteri’s mobile number as the emergency number to call to reach MCFR Ltd, while the company's fax number is the registered house phone number of Spiteri.

The newspaper also reported that its journalist and another member of the Illum staff had been pressured against publishing the story.

He is the Chief Officer (Director) responsible for the Roads and Infrastructure Directorate within Transport Malta who basically set up standards for our roads, certify works done by contractors and approves payments for contractors. However do you know who his cousins are? Unbelievable B. Grima & Sons Ltd., one of the major contractors for traffic signs and road markings. Does this merits an investigation from Transport Malta? Has he been involved in any committee awarding tenders or Direct Orders? Do you think this is a true conflict of interest? If not then this is a free country. Cheers

Unfortunately these things happen everywhere. Although this is not that bad I have seen much more irregularities of money being transferred to architects in part from contractors. I experienced this myself when I used to work with one of the contractors. And when we mention conflict of interest, I wish that someone will interpret where this start and stop. I know of architects having their own company and normally it happens to be the same architect who will be responsible of all the works being carried out together with the certification of the same work and later on the processing of the invoices for payment. That is what I see a true conflict of interest and I instigate the Authorities to investigate such occurrences.

Independently of the outcome of TM's investigation, some reflection is called for. During the 70's and 80's, it was said that corruption was the result of too many Government restrictions. Nowadays, with these restrictions largley removed, we are still being frequently regaled with reports of proven or suspected corruption. The world financial crisis appears to have been triggered by abuses (for which one can read corruption) triggered by Thatcher- and Reagan-inspired lack of regulation. Perhaps we're looking for proper regulation in the wrong place, and it is within man that must seek to promote restrictions on desires, whims and appetites.

When one legalizes corruption, it becomes the norm. No amount of investigations can prove anything of wrongdoing if the parameters and goalposts would have been changed accordingly. Probably that is what is meant by "there was smoke but no fire". We need a superhuman authority (if one could exist) to scrutinize the legal structures of our administrations, authorities and governing bodies. Anything less is a deliberate collusion against the people of these islands.

This web of corruption cannot be ignored and tolerated any more. The police should also investigate if any back handing of money is also involved, especially involving political entities.
