Police investigating khat find at Malta International Airport
A foreign national has been held at MIA by customs officials who discovered the drug khat in his luggage.
Khat is so far not considered an illegal substance under Maltese law and although it has been added to the Drugs Ordinance, it has not been enacted by home affairs minister Carm Mifaud Bonnici for the past year.
The suspect was driven to the Police headquarters in Floriana to have the plant confiscated and have him removed from the island.

If it is illegal, why have you been waiting one whole year to pass a law. If it isn't illegal, than how can the police confiscate something legal.
