A consultative council has been set up to advise government and prepare legislation on LGBT rights, social dialogue and civil liberties minister Helena Dalli said.

The council, which will be composed of civil society representatives, was created following the tabling of the draft bill amending the civil code in order to grant the right to marriage to transgender persons.

Dalli said that the council will include representatives of LGBT organisations, which she said had the "experience, expertise and access to research on the issue."

"The council's first priority will be that of preparing a draft law on the introduction of civil partnerships for same sex couples. At a later stage the council will prepare a bill which will regulate the identification of transgender persons," Dalli said.

While noting that the council's creation comes in the wake of the Labour Party's electoral pledge, Dalli said: "the government is implementing policies which guarantee full respect towards diversity."

Underlining the government's commitment to fight all forms of discrimination and homophobia, Dalli stressed the importance of education.

"Children must be exposed to education and information on such issues from a very early age," Dalli said, adding that the government was committed to address haressment and bullying in schools.

Noting that addressing hate crimes was also among the the government's priorities, Dalli said that education should focus on celebrating diversity and fighting pprejudice.

"The government believes in an open and free society which safeguards human rights and fundamental liberties where everyone can fulfill her or his aspirations."

The organisations represented on the consultative council are the Malta Gay Rights Movement, Drachma, student organisation We Are, ADITUS Foundation and LGBT Labour.

Dear serracin it is not only Minister Dalli who will one day probably face God, but all of us ... and how God will be judging us no one really knows! So please let us be careful in assuming we may know what God wants or not. When Jesus was in this world he stated that the first and most important commandment is to God, AND the second commandment, not less important, is to love one's neighbour! ... The obsession of minding everybody else's business and assuming superiority over others in pretending to know what is right or wrong was not in God's plan ... As you say God will judge, let HIM do it, and may He also find mercy for those who have for years been judging others and making their life a hell in the process.

Helena Dalli will long be remembered as the one who has authorized the destruction of society , as we know it. And if we pretend to be Catholics, we have to face God one day and answer to him. She will be responsible for generations to come.

It would be a huge mistake if civil unions were to be made available only to same sex couples. As a gay man myself I feel LGBT equality is ill served by having one type of relationship for some people and another for the rest. All this does is legislate inequality and, at a later day, this argument will be used against us when we are pushing for equal marriage. Please everyone concerned for pity's sake, if we want equality lets start by making civil partnership available to all.

Politicians keep on trying to convince us that queer people are normal. They fail to start and/or support medical research to try to determine the cause of sexual orientation. Every man is born out of a woman who had a relationship with an opposite sex. This is the plain truth and nothing but the truth-anything else, is fiddling with nature and the structure of our society.
