Ramla l-Hamra bay ‘under threat’, FAA appeals for money
Environmental and heritage NGO Flimkien ghal Ambjent Ahjar (FAA) has appealed to the public to contribute to its campaign for the protection of the Ramla l-Hamra bay in Gozo, claiming it is still under threat.
In 2007, the Malta Environment and Planning Authority (MEPA) had decided to allow the building of 23 villas, instead of the derelict Ulysses Lodge villa. But soon after, the permit had been rescinded, on the grounds that incorrect information had been provided by the developers.
MEPA’s initial approval of the permit had drew an estimated 1,500 protestors following a demonstration organised by environment NGOs in Valletta.
But now, according to FAA, MEPA’s withdrawal of the permit has been appealed: “This appeal is being considered in spite of the fact that it started when only a fraction of the appeal fees were paid,” it said. FAA condemned MEPA for not cancelling the appeal - as it would have been if the it was submitted by an ordinary citizen.
“The consideration of this appeal is highly irregular as normally, an appeal cannot even be registered unless proof of full payment is presented,” the organisation added, accusing the Authority of “inconsistency”.
“While an appeal to reinstate the Ramla permit remains possible, this iconic bay remains under the threat of development,” FAA argued. “Granting this permit will allow the building of a complex of 23 villas with pools on the slopes of Ramla hillside and would effectively open the whole hillside to development.”
FAA said The Gozitan NGO Save Ramla, FAA and other environment NGOs are committed to ensure that the unspoilt beach remains unbuilt: “Parts of Ramla l-Hamra are a Natura 2000 site due to the presence of endangered plants growing on the sand dunes.”
But, FAA said, for the fight against the development to be possible it had to incur “substantial and unavoidable expenses” to carry out research and studies and draw up professional reports.
“This helps us to base our objections on solid grounds,” the NGO said, adding it is appealing to the public to help it with its expenses to continue with its campaign to save the area.
