Government requests policy on design guidance for shooting ranges.

The Malta Environment and Planning Authority (MEPA) has been requested by government to formulate a policy and design guidance for shooting ranges.
In terms of the Environment and Development Planning Act (2010), MEPA is publishing the proposed objective which will serve to guide the drafting of this policy.
The proposed objective is for the Authority to set criteria where such developments can be permitted without creating adverse environmental impacts.
Consideration needs to be given to the noise and direction of the shooting together with the deposits of lead and other material; the spirit of Structure Plan Policy RCO 4 that prohibits the development of any structure or activity that would adversely affect areas of high landscaping value; the impact on protected areas in the light of Structure Plan Policy RCO 28 whereby valleys remain protected as water catchment areas; and the impact on valleys.
The importance of valleys in this case in in line with the spirit of Structure Plan Policy RCO 29 whereby new physical development on the valley sides will not be permitted, except for structures which aim at stopping soil erosion and that serve for water resource management.
The valleys must be safeguarded for recreational activities such as walking and cycling.
Structure Plan Policy RCO 10 also sets out the kind of habitats that merit protection, such as areas of ecological importance; and the use of quarries and military installations should be explored for this scope.
Individuals and organisations are being invited to send their submissions on this objective, in writing, to MEPA.
In reaction to the announcement, Opposition MP and MEPA board member Ryan Callus told MaltaToday "It is unacceptable that MEPA continues to initiate further policy revisions such as for shooting ranges while a request to suspend revisions is being considered by parliament's planning committee."
