The head of government communications Kurt Farrugia is refusing to "speculate" on cabinet reshuffle plans that Joseph Muscat is said to be considering.

Farrugia launched a series of public consultation meetings with ministers and MPs today, with deputy chief of staff Mark Farrugia.

The public consultations meetings will allow government officials to gain feedback, and proposals and suggestions on government's work, Farrugia said.

At one point, Farrugia was asked what would happen to the feedback handed to the different ministers if a Cabinet reshuffle were to take place.

"The Prime Minister always asks of his people to deliver on their work and to perform. The ministers will enter these consultation meetings serenely. But I will not speculate on whether there will be a reshuffle," he said.

This year's public consultation meetings, 'Close to You: A government that listens', will be held in various localities across Malta and Gozo starting next Tuesday 11 February at 6:30pm. The meetings will end on Tuesday 10 March, with Prime Minister Joseph Muscat.

Those who want to participate should reserve a place on free phone 8007 2207.

The first such public meetings were held last autumn, attracting 3,000 people in 15 meetings.

"These activities are in line with this government's electoral pledge to be closer to the people. We want to listen to what the electorate has to say and we want to remain closer," Kurt Farrugia said.

The Prime Minister's spokesperson was also asked whether Home Affairs Minister Manuel Mallia will be resigning his post - after telling Nationalist MPs during the negotiations on the Individual Investor Programme that he would resign if residency is included as a condition for the citizenship scheme.

Farrugia however said that the discussion has taken place in a private meeting between the government and the Opposition.

Xifajk knows very well the business of how the Public Sector works. All vacant posts (and especially those purposely created) these past 25 years, especially during the GonziPN era, were filled by blue-hue PN applicants; the higher the post, the darker the blueish hue. This will take a decade to balance. In the meantime, those in office will do their utmost to destabilize the Administration, which they do not consider as their own, so to them it has to fall hard on its face.

At the moment I don't agree with a reshuffle. The need is to brush off the old rotten civil service administration. There we need the change.

Here are my suggestions for the change. First and foremost. The post of Health Minister should be filled by John Dalli. The post occupied by Minister Mallia should be filled by Franco Debono and last but not least, Eddy Previteera should be named as the PL Communication Ambassador. All three worked very hard to promote the Labour Party.
