PL women propose separate administration and fund for Paceville
Nisa Laburisti put forward proposals for Paceville to be administered by a separate and distinct body representing the various interests present in Paceville, including the private sector, instead of the local council or the administrative committee for the locality.
Nisa Laburisti has put forward proposals to the Ministry for Home Affairs and National Security for the strengthening of security and order in Paceville, which weeks ago was the scene of a harrowing accident when a staircase gave way and led to dozens of clubbers falling a height of one storey.
“After years witnessing the transition of Paceville from a residential area to a place of entertainment, NL feels that the time is ripe for a considering new ways of dealing with the Paceville,” former MEP Claudette Abela Baldacchino, and president of NL, said.
A key proposal put forward by NL is for Paceville to be separated from the present responsibilities falling to the St Julians local council and or Hamlet ('Kumitat Amministrattiv') and administered by a separate and distinct body representing the various interests present in Paceville, including the private sector.
“Paceville cannot realistically continue to be considered as a primarily residential area and consequently it should be administered in a way that is more conducive for an entertainment area,” Abela Baldacchino said.
Other proposals include a greater enforcement role by the Malta Tourism Authority, and a special contributory fund from club owners for the cleanliness and upkeep of Paceville.
NL also suggested more public funds for NGOs to assess and address the different needs of those frequenting the area.
“Other forms of entertainment should be sought for youths under 17 years of age. Apart from promoting a culture of sports and other means of outdoor activities, there should be an exploration of the possible non-alcoholic entertainment establishments for under-17s,” Abela Baldacchino said.
NL recommended a fully fledged media campaign to address parents and their responsibilities, as well as the rights and responsibilities of youth through formal, informal and non-formal education.
