Syria is failing to comply with peace plan calling for the withdrawal of troops and heavy weapons from urban areas, says UN secretary-general.

The UN secretary general Ban Ki-moon said that Syria was not complying with its commitment to a peace plan negotiated by UN-Arab League envoy Kofi Annan.

The peace plan, which calls for the withdrawal of troops and heavy weapons from urban areas, intends to end the unrest which has overrun the country for over a year.

Ban also called for an observer mission to be increased to 300 in a letter sent to the UN Security Council.

The fragile ceasefire which has been active for a week continues to be threatened by further reports of violence in Syria but the UN secretary general believed there was an ‘opportunity for progress’.

Claiming it was critical from the Syrian government to keep its pledge to withdraw the troops, Ban said that despite reduced levels of violence, reports of breaches were still being made.
